Some Thoughts About My Cuba

This is a stream-of-consciousness outpouring of my thoughts and memories and learning of Cuba, without any additional research, or “fact checking,” because I am sure whatever details I may have “wrong” are inconsequential to the truth of my testimony. And besides, I’m in my “don’t give a fuck what you think of me” senior years. Let the picayune, pedantic and nit-pickers do their own fact-checking (it’s easy enough today). But, to those with poetic and musical and socialist souls: welcome!

My family lost everything in the Cuban Revolution (from 1959): family business, property, grandparents’ health (early death); 1961-1967 were hell for us that way. Because of the rabid U.S. assaults on the Cuban Revolution, Fidel followed Raul’s lead and looked to the Communist Party — i.e., Russia — for help (I saw a Russian freighter in Havana harbor in 1960), and in reaction to those assaults, Castro banned rock music and the Beatles (in ~1965-1967; yet Juan Formell, famously, penned the seminal Cuban Rock-and-Roll classic, “Llegué, Llegué / Guararey de Pastorita,” and founded Los Van Van in 1969, https://youtu.be/75VYMyYVPhA).

BUT, my father forever refused to ever play golf (the signal Republican/Conservative/Imperialist/Reactionary/Fascist “sport”; I had offered to buy him golf clubs as a retirement present), and refused to ever visit Miami, where his old Upper West Side NYC buddies from the 1940s-1950s had gone in their senior years, because he did not want to go where “the pain in the neck” Cubans were.

My father had sent money sub-rosa (for bribes) to help his two childhood friends and their families to get out of Cuba in the later 1960s, and he cried when thinking back on it all, saying the U.S. had “destroyed my country.” Che Guevara was executed on my father’s 43rd birthday.

So, I know that Castro made many mistakes, and had dictatorial tendencies, but he was exponentially better for Cuba than the U.S. ever was or ever will be (Cuba si! Yanqui no!, I saw that grafitto painted on Cuban walls in 1959-1960). And the Cuban government always has the U.S. and its embargo and its CIA, as an easy excuse for and distraction from its own mistakes and heavy-handedness in managing Cuba; but there is an abundance of truth in that excuse nevertheless.

Despite its evident poverty, Cuba is what Puerto Rico (I am 50% Puertorriqueño) should be: independent; “the Cubans will never bend the knee,” as the last East German premier has said. Despite killing 2 to 3 million Vietnamese (between 1965 and 1975), and toxifying much of their land with Agent Orange and Cluster Bombs, the U.S. has “forgiven” officially ‘Communist’ Vietnam because it has let itself become a sweatshop for capitalism; Cuba remains unforgiven because it has not. And THAT is a dagger pointed at the heart of American imperialists’ greatest fear.

By the way: rock and roll is, deeply, a Cuban invention. The “French Quarter” of New Orleans is considered by US Americans as the birthplace of rock-and-roll through the African-American roots of Delta Blues, R&B, and Gospel music (rhythmic and charismatic African call-and-response choral music – originally without drums, which were forbidden to American Black slaves).

The French Quarter was actually built by the Spanish governor of New Orleans during the ~25(?) years of Spain’s ownership of that port, by treaty with the French (who had established and owned it previously, and then owned it afterwards – eventually selling it to the Americans in 1803 – all by treaties between France and Spain, because of European wars in the 18th & 19th centuries).

The rhythm-based African music was imported to Cuba with the slave trade (Cuban slaves were allowed the freedom to drum at night, which was forbidden in the U.S. over fear of “signalling” a slave revolt). There was a huge trade from Havana (of Cuban sugar) to New Orleans (and back with furs bound for Europe), and with it rode in Afro-Cuban musicians to New Orleans, who by then had already incorporated colonial Spanish instruments (guitar, flute, violin, brass, piano) into their bands. Those musicians brought in the roots music of what would eventually flower as Blues, Jazz and Rock. Chuck Berry’s “Louis, Louis” is a pure cha-cha-cha.

Today, Cuban popular music incorporates hip-hop (reggeton, via Puerto Rico, and via the many back-channels Cubans have used to gain access to foreign recorded pop music: Cubans are the most talented and accomplished “pop” musicians of the world, and the tap root of it all is Africa). All pop music worldwide is basically African-based, which is why, (pop) musically, Cuba is the “ombligo del mundo” and Africa is its placenta.

From Fractiousness to Sustainability, Is It Possible?

I think the essential story of the United States of America is a weave of 5 historical currents:

— the struggle of Native Americans against their genocide;

— the struggle of African-Americans against their enslavement, and to find their own unrestrained identity;

— the struggle of immigrants to establish decent lives for themselves and their families;

— the struggle of labor against its exploitation by capital;

— the struggle of the Natural World to withstand the assaults by capitalism.

The struggle of women almost everywhere in the world including the United States to overcome the many forms of abuse, depreciation, exploitation and inequality that they can be subjected to could also be added as a sixth historical current of the American story.

All these struggles continue to this day.

I do not think the triumphalist story of capitalism’s ascendancy and of the personal successes of notables gaining wealth and attention, as well as the glorification of American wars and imperialism, is a historical current with any depth of meaning for the definition of “America,” even though it is the predominant ideological myth promoted by the official scribes and propagandists of the American ruling class.

It took me many years to crystalize this realization, which has long been known and expressed by many alert people. So, then I was asked by a friend:

Q: “What happens to societies when people only care about themselves?…”

A: They become very cruel and disunited, and nationalistically weak.

Thucydides describes this as a danger to the Athenian society of his time, during the Peloponnesian War (431-404 BC):

“Some legislators only wish to vengeance against a particular enemy. Others only look out for themselves. They devote very little time on the consideration of any public issue. They think that no harm will come from their neglect. They act as if it is always the business of somebody else to look after this or that. When this selfish notion is entertained by all, the commonwealth slowly begins to decay. ”

It was the leading cause of the Fall of the Western Roman Empire in the middle of the 5th Century, which devolved into feudalism. It is a feature of the moral corruption weakening societies that are subsequently conquered, as was France by Prussia in 1871 (read Guy de Maupassant’s short story “Boule de Suif,” for an evisceration of that class society) and then again by Germany in 1940 (read W. Somerset Maugham’s book “Strictly Personal,” about his travails in France during 1939-1940, and how the French capitalists would have to back postwar socialist policies for the working class, who would do all fighting and dying to liberate France).

Q: “… and unless compelled to act otherwise by some authoritarian or autocratic government.”

A: Revolutions, like the French (1789 and 1871), Russian (1917), Spanish Anarchist (1936), Chinese (1922-1949), Vietnamese (1945), and Cuban (1959), erupt in reaction to endemic societal corruption, cruelty and top-down injustice, and foreign invasion, and they all-too-soon harden from populist-socialism to authoritarian command societies.

While the socialism of the Cuban Revolution is incredibly admirable, and the type of thing needed everywhere (especially in the U.S.A.), it is nevertheless unfortunate that a part of that Cuban socialist solidarity had to be compelled in order to assure the survival of the revolution and the independence of the country from the Colossus of the North. The French Revolution ended with Napoleon (in 1800); the Russian Revolution ended with Stalin (by 1934); the Spanish Anarchist Revolution ended with the Stalinists gaining primary influence over the Republican Government (in May 1937); the Chinese Revolution ended with Mao Zedong; and the Cuban Revolution was spearheaded by Fidel Castro and still struggles to free itself from authoritarian measures imposed because of two political forces:

— the unrelenting military, economic, diplomatic and propaganda war waged against Cuba by the U.S. (since 1902!!),

— and by the all-too-human motivation of the Cuban political leadership to stay in control of the Cuban government.

Some kind of force (“Security,” “the Army,” “the Police,” “Intelligence”) is always necessary to defend socialist societies and restrain those who would seek to dominate them, and yet the existence of such forces are themselves breeding grounds for such would-be supervisory dominators.

Q: “I think my question is unanswerable, but I periodically voice it when I feel despair over people’s inability to learn from the past, to go beyond their tribalism, and to fail seeing their intrinsic connections to the rest of humanity. I rail against all that after once again being subjected to other people’s benighted opinions that are examples of those failures.”

A: I see that many people seek to address your basic question with:

— elaborate political ideologies and theorizing (my Marxist friends);

— appeals to religious do-gooderism (traditional soft-Christian fluff, largely delusional);

— commitments to charitable social work in hopes that that ethic spreads by their example (real do-gooderism with hopes for the future, perhaps in vain; as done by exceedingly admirable people like Dorothy Day);

— progressive political activism, (mucking in the tedious turgid nitty-gritty of party politics, like Alexandria Ocasio-Cortez and Bernie Sanders, extremely admirable people trying to be pragmatic in advancing progressive policies — or as some would say “lesser evils” — that seem to have some finite chance of reaching fruition; such efforts are derided by Marxist and Anarchist theorists, who consider them ideologically ‘imperfect’ and incrementalist: pipe dreams);

— all out revolutionary action in hopes of sparking a general uprising (being a violent outlaw like Fidel Castro at the Moncada Barracks in 1953 and in the Sierra Maestra in 1956-1958; a delusional and destructive alternative most of the time, but on rare occasions it works);

— giving up and sinking into hedonistic dissipation or self-terminating depression (a very sad and yet too popular option, which in the extreme can lead some to emulate the Marquis de Sade or become suicide bombers).

The options and resources available for solving a difficult problem depend very intimately and strongly on the attitude you bring to the situation confronting you, and the attitude you are prepared to live with in order to obtain a solution. This is very clearly seen when contemplating the problem of the sustainability crisis characterized by global warming climate change and biodiversity loss, faced by our fractious capitalist world.

My own rather Fabian-Utopian approach (in answer to the question) is to urge action in response to global warming climate change, because I know that to really solve that problem (the sustainability crisis) will require:

— social unity (the problem is planetary, there are no local nor piecemeal solutions);

— a leveling of standards-of-living (worldwide!);

— massive demilitarization (resources reallocated for broad social benefit);

— a heavy reliance on intelligent planning and Earth-focused scientific research and engineering (technology for human and social benefit, including those for nutrition, drugs and medical care worldwide);

— and de-growth de-capitalization (economics as if people mattered — a.k.a. socialism — and resource reallocation and employment for broad social benefit).

The compulsion for advancing such global initiatives would come from Nature itself in the form of the rapid erosion of the sustainability and climatic conditions of the many environments provided by Planet Earth to its human tenants. In this analogy, Nature becomes the autocrat dictating our conformity into World Socialism. I suppose this is a grimly utopian view.

Nature’s sustainability-crisis push on our bitterly fractious self-focused human world society seems quite capable of producing the same kind of effect on us as the German invasions of Rome during the 4th and 5th Centuries had on the bitterly fractious self-focused society of the Western Roman Empire: the collapse of a rotten structure into impoverished chaos out of which violent strongmen would carve out fiefdoms in a new Dark Age, and perhaps this time the last one.

On the other hand, maybe Nature’s sustainability-crisis push will spark a world revolution in human thinking and humanistic identification, and from that a totally new world socialist paradigm will come to define organized human life on Planet Earth. It is all a matter of choice. Only time will tell.

We Envy To The Delight Of The Masters

Yvette Carnell (the political commentator on Facebook, a Black woman) is right: it is a battle for the crumbs between America’s (the U.S.’s) minority populations. And it is the natural clannishness and tribal-centric focus of these many races and ethnicities, in their economic competitiveness, that is their greatest contribution to the continuing domination of the dominant culture and the dominant “race” in our White capitalist society.

Freedom versus Equality

The Cuban Revolution brought to power a centralized authority — Fidel Castro — who the Americans called a dictator, who could impose a vision of racial, sexual, and eventually sexual-orientation non-discrimination on the entire Cuban society. This Cuban Revolutionary vision extended to the liberation of African Blacks from colonialism and apartheid, and this Fidelista vision transformed the Cuban people, moving them beyond the Spanish colonial and Catholic racial and sexual hierarchies and prejudices that existed in Cuba up to the mid 1960s. Cuba was transformed from the top down into a society of great equality because of a great dictating power. (1)

In contrast, the United States is a society of great inequality because of a great degree of freedom from top-down restraints on individuals — especially on those with means — so they can pursue their many schemes of personal enrichment by the legally-accepted exploitation of weaker and poorer people. So, for the winners in America’s capitalist competition for self-aggrandizement America is “free” and Cuba is a “dictatorship.”

While to the Cubans who have been liberated from poverty, oppression and corruption, and have then been uplifted with state-provided physical security, healthcare and education, the obviously racially prejudiced and exploitative American capitalist elite are rabid imperialists and even fascists, whose “liberty” is exclusively the liberty of slaveowners to globally expand their temp-gig and prison labor plantation economy. The equalized Cuban socialists see American democracy as the democracy of property owners whose voting power is equated with the magnitude of their wealth, whose ultimate power rests on the micro-fragmentation of American society (by racism, sexism, anti-socialism, anti-unionism), and where the degree of one’s personal enslavement is equated with the depth of poverty that one can “freely” achieve.

Envy Enslaves Us

Black Americans resent White Americans for not loving them, and they resent all immigrants and their American-born descendants for getting in the way of that yearned-for love. The divide and conquer program of dominating colonizers continues in the United States, with the many minorities set into vicious labor competition with each other for the economic crumbs falling off the feasting table of the White capitalist elite. So, Black Americans deeply resent the Spanish-speaking people in “their” country, the one they believe they have priority rights for minority benefits and preferences, because their ancestors paid early and heavily during slavery for those yet-to-be received “reparations.”

It is true that every immigrant and immigrant group that lands in America aims to improve their economic condition, and they take advantage of whatever opportunities the system allows them. This is a threat for American Blacks because they see themselves as still struggling to own the opportunities available at the bottom rungs of the economic ladder. They resent the fact that all immigrant groups do better than they do in the battle for the crumbs in American capitalism. They also resent being conned by elite White neoliberals like Hillary Clinton, and their own self-aggrandizing Black mis-leadership class, to believe “we are all in this together” with other minority groups with whom they experience bitter labor and economic competition.

Capitalism Is Racist

There is overt discrimination by everybody. Every minority individual and group, given the opportunity to make employment decisions, will hire their own. So, it is easy to find Latinos (“Hispanics” to the Gringos, and the Blacks Stockholm-Syndromed to them) excluding monolingual Blacks from job calls (e.g., Miami), and Blacks being excluded in favor of Latinos by temporary job agencies because of White employer preferences (e.g., Chicago). Here in Oakland, California, it is also unfortunately easy to learn about instances of personal attacks on Latinos (and Chinese) by Blacks (I have seen such, and heard from people involved). Social media exudes vituperativeness in this regard (e.g., comments by some Black Oaklanders about Mayor Libby Schaaf, a White woman). Also, I have seen Chinese patronage-by-hiring enclaves within a large corporate structure, a very closed form of Affirmative Action. Basically, every race and ethnicity one can imagine prefers their own kind when doling out advantages.

Humans Prefer Division

Every American, of whatever type, is a racist without exception. Individuals who object to this characterization only do so to defend their egos. We humans are all just a species of primate (and there is only one “race” of humans, who happen to have some variety of physiological features and pigmentation). Like our primate cousins the chimpanzees, we fragment into troops that maintain fierce rivalries with other troops (we myopically see other human “races” as other species) for territory, resources, food: wealth. This basic human characteristic (flaw) has been used by imperialists, colonizers and race-dominating slaveowners for millennia to keep the “natives,” the plebes and the slaves at odds with each other, to ensure the rule of the dominant minority over the squabbling, oppressed and exploited majority.

The chronic toxicity of American racism and race-consciousness is such that today a perfectly acceptable vision for many Americans would be the idea that President-Elect Donald Trump could uplift Black Americans — the descendants of slaves, not the more successfully competing modern black immigrants from Africa — by offering a down payment on reparations in the form of making them (exclusively) the well-paid construction workforce in his mega-project of building a 3,201 kilometer (1,989 mile) wall along the Mexican border, to exclude potential labor competition to the English-only American underclass.

Prejudice Is The Self-Worth Of The Defeated

People imbibe their defining racist attitudes (ignorance) with their mother’s milk, it is passed down through families and by their “traditional culture.” Most people do not make the effort to gain the intellectual sophistication and the moral character needed to grow out of this prejudicial ignorance, and to evaluate other individuals on the basis of their personal merits and flaws, instead of as symbols of abstract concepts called “race.” Most people form their personas — their images of themselves and their foundational ideas — early in life (usually by 14 years of age) and are loath to alter them because doing so is sensed as a loss of confidence, a diminution of self. So, they are stuck for life with the misconceptions of their youth, however acquired.

But, each new generation always absorbs some new attitudes that are in general circulation in the local and world societies of their formative years, and in that way the consensus attitudes of larger populations (both ethnic-tribal populations and regional-national populations) glacially evolve. What I conclude from the efflorescence of popular racist ignorance in this present Brexit-Trump period is that the pace of attitudinal evolution about “race in America” is indeed exceedingly slow. One would have thought that a century and a half after the end of the Civil War that racism would be absent in the United States; but no. So, the half-life for the decay of American racism may be in millennia instead of centuries. It is conceivable that climate change will wipe out humanity with Americans still being stupidly racist, sexist and capitalist.

Nelson Mandela, in 2001, thanking Castro for helping to end apartheid:

“From its earliest days, the Cuban revolution has been a source of inspiration for all those who value freedom. We admire the sacrifices of the Cuban people in maintaining their independence and sovereignty in the face of the vicious imperialist and orchestrated campaign to destroy the awesome force of the Cuban revolution. Long live the Cuban Revolution! Long live comrade Fidel Castro!”

Cuban military forces in Angola and Namibia (from 1975 to 1991) defeated the apartheid South African military (the SADF, at Cuito Cuanavale in 1988) whose invasions sought to prevent the national independence of these two former European colonies, and to occupy them. The success of these national liberation struggles, and the defeat of the SADF led directly to the instability and then collapse of the apartheid regime in South Africa, the 1990 freeing of Nelson Mandela (imprisoned in 1962 based on a CIA tipoff), and the end of apartheid with the fully representative democratic election of Nelson Mandela as president in 1994.

The U.S. supported the apartheid regime in South Africa during its 1966-1989 Border War with Angola, Namibia and Zambia (and Zimbabwe), and it allowed former US military officers to work as free-lance mercenary assassins for the South African Defense Force (SADF). Though it is technically illegal for US citizens to act as mercenaries and work as assassins for foreign governments, this technicality was conveniently ignored in those cases where the success of a “private business deal” was of political interest to the US State Department and the CIA (who “winked” and afterwards debriefed). Former members of the US military who had combat experience or superior training as members of elite commando-type units (e.g., Special Forces, Army Rangers) could earn enough to fund a very comfortable and immediate retirement, far beyond what was likely with any tenure in the US military, with just one or two undercover operations for the SADF. The American and European agents dispatching the targets described by Victoria Brittain (They Had To Die: Assassination Against Liberation, http://rac.sagepub.com/cgi/content/abstract/48/1/60) were merely politically expendable labor (some were captured and executed), though well-trained thanks to earlier taxpayer investments. South Africa lost its border war, so foreign troops (Cubans aiding, and South Africans invading) left Angola in 1988, Namibia gained its independence in 1989, and agitation in South Africa against the apartheid state swelled from 1990 till apartheid was overturned in 1994.

I met Castro in 1960 (quite an experience).

I have been comparing my memories of significant events half a century ago to the commentaries, commemorations, and propaganda about them in present times.

In 2009, I recalled how incredible it was to experience the popular exultation in Cuba after the success of the Cuban Revolution of 1959. Freedom! I wish this for everyone on earth, always.

In 2010, I remembered how pleased we Catholics were that one of our own, John Fitzgerald Kennedy, had been elected president despite the wide popularity in 1960 of that stalwart commie-chaser Richard M. Nixon. (The other zealous commie-hound, still popular to American public memory, was Robert F. Kennedy.)

In 2011, I recalled how my juvenile political consciousness began to darken because of the fact, not the failure, of the Bay of Pigs invasion of April 1961 and the Kennedy brothers’ crusade against Cuban communism. My president had sent an armada against the home of my grandparents. Could my family ever return to Cuba?

In 2012, I remembered our family living in terror through the Cuban Missile Crisis of October 1962. At one point the question for us was: will Kennedy drop a nuclear bomb on grandma and grandpa in Havana before Khrushchev drops one on us in New York, or vice versa?

I recall visiting my grandparents in the city of Havana during a summer vacation in 1959. The colors, warmth, sounds and odors of Cuba were all rich, pungent and sensuous. Equally impressive to a boy growing up in New York City was the flagrant poverty of many Cuban people: adults with naked rented children huddled at street intersections begging from the passing tourists.

Fulgencio Batista was Cuba’s dictator, whose regime Arthur M. Schlesinger, Jr. characterized this way: “The corruption of the Government, the brutality of the police, the regime’s indifference to the needs of the people for education, medical care, housing, for social justice and economic justice … is an open invitation to revolution.” Bohemia magazine — the equivalent in Cuba of Life magazine in the U.S. at that time — would print pictures of revolutionaries shot dead during gunfights with Batista’s police, lying rumpled in pools of blood on the street. I only heard the adults talk Cuban politics back in New York, when I was taken to the upper west side of Manhattan, our old barrio, for haircuts at the Cuban barbershop below the elevated train along Broadway, and in the brownstone apartments of relatives and family friends during Sunday visits. Everybody was anxious, everybody wanted a free Cuba, everybody was thinking of Fidel.

Then, on the first of January 1959, Batista fled the island and Castro’s victorious army rolled into an ecstatically jubilant Havana on the 8th. We returned in June for a long summer vacation (and again in 1960). Even in the Cubana de Aviación four-engine turboprop one could sense the uplift, the exhilaration of the Cuban Revolution. But the full impact hit me when I exited the airplane and walked into the lush aromatic heat of a tropical country whose people were rapt with joy. The barbudos — the bearded ones — were everywhere. The barbudos were revolutionaries in pristine khakis, with gunbelts holstering highly polished and uniquely detailed pistols, some silver-colored, some gold-colored, some gun-metal blue, some with very long barrels, some with artistically engraved handles. Only the beards were shaggy, all other items from boot soles to cap crests were neat, shiny and crisp. At first I was a little nervous when a barbudo would climb onto a streetcar or bus and sit near me. But I soon got used to sitting next to gold-plated long-barrel Lugers, gleaming mirror-finish silvery Colt 45s, and robust Smith & Wesson 44 caliber six-shot revolvers. Sidearms were definitely the display items of identity.

During those summer vacations we travelled all over the island and saw many remnants of revolutionary struggle, one being a bullet-pocked hospital in the countryside, once the scene of a battle, now happily back in service. I even met Fidel at Isla de Pinos (now Isla de la Juventud). However materially poor some Cubans could be, especially campesinos, peasants in the hinterlands, they were all just so happy: believing themselves free, life despite its burdens was now a joy. Every person, every place, every moment exuded the same sense of uplift. I was immersed in a national sense of freedom, and it soaked into my psyche and bones. This experience permanently magnetized my political compass, so that regardless of verbal arguments and logical constructs in later years, my compass always points my sympathies toward freedom for any people.

Lee Harvey Oswald, a disaffected American seeking glorious recognition as a leftist hero, acted as a freelancing James Bond (the world’s favorite fictional Tory) to impress the Dirección General de Inteligencia de Cuba (DGI, the Cuban intelligence service) by assassinating President Kennedy on November 22, 1963. The DGI had been locked in a battle with the CIA to keep Fidel Castro from being assassinated, a project pushed hard by the Kennedy brothers, John and Robert. Lyndon Baines Johnson, John Kennedy’s successor, stopped the CIA’s Fidel assassination program shortly after taking office. The Soviet Russian intelligence service (KGB) had found Oswald too unstable to rely on as an agent, and happily let him return to America from his self-imposed exile in Russia (October 1959 to June 1962). The DGI had the difficulty of being a much less powerful organization situated far closer to its small nation’s overwhelmingly superior enemy. Thus, the DGI unlike the KGB might be willing to exploit the improvisations of a volunteer useful idiot. Oswald spent the last week of September 1963 in Mexico City, visiting the Cuban and Russian consulates seeking a visa to travel to Cuba, and as a consequence met DGI agents. The DGI was too professional to compromise itself by inducting a delusional American outcast into its ranks, but the DGI seems to have been either gutsy enough or desperate enough to allow Oswald to imagine he would be welcomed in Cuba should he accomplish something of significant value for the Cuban Revolution. Oswald returned to Dallas on October 14, 1963.

The unrelenting campaign by the Kennedy brothers to kill Castro (to have the specific person of Fidel Castro assassinated) and to topple the Cuban Revolution (the traditional anti-communist project stretching back to the Wilson Administration) made it logical and necessary that the Cuban communist government counterattack as a means of personal protection for Fidel Castro, and defense of the communist revolution in Cuba.

Lyndon Johnson came to realize (after he was told many of the facts in 1964, and recalling the 1963 assassination of Ngo Dinh Diem, with US fingerprints) that the only way to stop this Godfather-type tit-for-tat presidential assassination madness was to shut down the CIA’s Castro project. Also, Johnson realized he had to suppress public knowledge of the US efforts to assassinate Castro because exposure of the Cuban link to the Kennedy assassination might cause a national uproar leading to war with Russia (the Cuban and Russian intelligence services had many intimate links, and while the Russians had passed up on using Oswald they had mentioned him to the Cubans, and followed developments).

So, the logical and amorally justifiable reason for John F. Kennedy’s assassination was kept from the public and out of the Warren Commission Report by the combined efforts of the Johnson Administration to avoid war with Russia (inevitable after a US invasion of Cuba), Robert Kennedy to keep the family name untarnished, and the Cuban and Russian governments to keep from being attacked.

However, the great wisdom Johnson acted on to end the presidential assassination spiral did not extend far enough to reverse official US hostility toward the Cuban Revolution. Since then, there has always been a seething desire for revenge against the Cubans for the “Kennedy hit.” This animus would find expression in the continuing allowance for Miami Cuban operations against Cuba and its people both on the island and elsewhere in Latin America, as well as in CIA sponsorship of terror and counterinsurgency schemes like the Bolivian operation that resulted in the killing of Che Guevara. Che died because of John and Robert Kennedy’s assassination sins, and for the Cuban DGI’s successful effort to shield Fidel Castro from them.

Cubans continue to suffer the US embargo (and many other forms of harassment) because the US governing elite is still unable to publicly admit its role in setting the conditions that rebounded as the “blowback” of the Kennedy assassination. So long as the U.S. maintains this sense of wounded pride, the Cuban people will be forced to suffer a revenge covering for a shameful denial.

Cuba is a US concentration camp. Everyone there is being punished for failure to obey US Imperial authority. The United States enforces an economic blockage against Cuba that aims to starve and deprive (e.g., withhold medicines from) the population until they divorce their national allegiance to their own government and leaders, and give it over to the Imperial center in Washington D.C. The Cuban people have committed the crime of seeking to control the economic destiny of their island, and of applying the benefits of economic developments (say, the profits from tourist hotels, and rum and cigar production) to the improvement of social conditions. At one point in the 1980s (while income from the Soviet Union still came in), Cuba had the lowest rate of infant mortality in the Western Hemisphere (perhaps Canada beat it), and much lower than that of the U.S., this due to its universal health care system. The rate in the U.S. is higher because of the drug-related effects and general economic deprivation in the US minority population, in short because it is “more profitable” this way.

The US base at Guantánamo is a relic of a “treaty” between the U.S. and the Cuban Government the U.S. allowed to function after the Spanish-American War, in 1898, which granted a lease for the base for over a century. Guantánamo, like Hong Kong until recently, and Gibraltar today, is an example of imperialism in its purest form. The U.S. also acquired bases in the Philippines from the same war. Once the open warfare by the U.S. against the Castro regime began, the Cuban government shut off all water and electric power into the Guantánamo base, so the U.S. has to generate its own supplies. Cuba lacks the muscle to push the U.S. out, and it is constrained by the “legality” of the lease agreement for the base. There is no doubt that Cuba would wish to regain full sovereignty of its Guantánamo territory as soon as possible. Castro is a native of Guantánamo Province.

The departure of the U.S. from Guantánamo would be a bigger event in world affairs than even the departure of Britain from Hong Kong. Why? Because it would be a reversal of the imperialist grasp by the world’s superpower of a territorial possession in one of its most persistently disobedient and recalcitrant irritants, and a weak, minor Latin American nation to boot. There would be jubilation in the entire Spanish speaking world. The humiliation of so many Yankee imperialist abuses, from the Mexican border (near Oregon in 1845) to Tierra del Fuego, would have found one symbolic victory as a retort. So, I don’t expect the U.S. to leave, if it feels it can bully international attention into “distracting itself” from the issue. It is precisely to keep the message alive throughout Latin America that the U.S. is the master of the Western Hemisphere, that it will do all in its power to keep Guantánamo securely under its thumb.

Today the U.S. runs a concentration camp of colonial captives, who resisted the Imperial forces, and who made war against the United States. From the Washington D.C. perspective, keeping these individuals at Guantánamo makes sense, they are in the “high security” wing of a colonial prison island. These prisoners are close enough to be easily reached for interrogation, and yet sufficiently distant to be out of sight from polite society, like a garbage dump at the edge of town. Because the U.S. is a single-ideology two-party state, it is unlikely that any sufficiently drastic change will occur soon in US foreign policy to affect the continuation of the US Guantánamo presence. It is simply the case that the people of the United States are not overwhelmingly anti-imperialist. While the situation is somewhat like eating sausages, in that people who do usually prefer not to see how they are made, most Americans seem willing to accept some slight unpleasantness creeping into their consciousness in exchange for a maintenance of the “American way of life.”
